Without Democrat obstruction, he would have been there. Although it seems that the poster wouldn't have liked that either.

Well, for me the point is that we should have sent SOMEONE. Politics on John Bolton aside, since we don't currently have a UN ambassador, we send a very bad message to the world in not sending the Secretary of State.
Basically, we're saying we care so little for this treaty (even though we signed it) that we're not going to put any effort into it's maintenance.
Kind of like a married couple having problems, but not feeling it's worth even putting in the time to go to counselling.
